VACANCY ANNOUNCEMENT

 

Position/Title: External Resettlement Monitoring Expert

Project/Office: Integrated Solid Waste Management Project (ISWM) under the Ministry of Economy and Industry

Project:

The Integrated Solid Waste Management Project (ISWMP) implemented since 2009 seeks to support the reform of the Greater Baku solid waste collection and disposal operations into an effective and sustainable system. The overall project objective is to support (i) improving solid waste disposal management; (ii) increasing waste collection coverage; and (iii) enhancing waste data information and financial management capacity in the Greater Baku area.

 

Objectives and tasks:

The primary objectives of the External Resettlement Monitoring Expert are:

- provide the client with the feedback on the RAP Guidance Document implementation progress as the case may be

- identify problems and successes as early as possible to allow timely adjustment of the RAP Guidance Document and development and implementation of RAP

The specific objectives are to:

- identify the current situation of non-resident waste pickers at the disposal site and observe their position with respect to the latest developments at the disposal site in the waste management system

- identify if there have been any changes since the last monitoring in September 2014 that trigger the development and implementation of a RAP based on the RAP Guidance Document

- identify possible future changes related to planned rehabilitation works that may trigger the need for the development and implementation of a RAP based on the RAP Guidance Document

- identify any progress with implementation of any of the options set out in the RAP Guidance Document

- Identify if RAP development needed

 

Qualifications:

The Individual Consultant must have experience of the external monitoring work of involuntary resettlement activities in the project or should have done monitoring work on similar nature of works in the past.

Qualification and experience of the External Resettlement Monitoring Consultant should be as follows:

- Graduated, major in economics, sociology, or other relevant major;

- Experienced in monitoring and evaluation of involuntary resettlement activities in infrastructures development projects and rehabilitation of project-affected families at least for 2 years;

- Familiar with World Bank Operational Policy 4.12 on land acquisition and resettlement;

- Experience in working for WB project is preferable;

- Good computer skills and fluent English.

 

A consultant will be selected in accordance with the Section V, Individual Consultant selection procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers  (January 2011).
