Component A - Institutional Reform, Capacity Building and Project Management
This component will support (i) the completion of strategic planning; (ii) the legal, financial and organizational corporatization and establishment; (iii) the operationalization; and (iv) capacity building of the new Solid Waste Management Company (SWMC) - "Tamiz Shahar" JSC.
The SWMC will consolidate the current fragmented waste collection and disposal systems under one new entity.
"Tamiz Shahar" JSC was founded according to the Presidential Order N 2983 dated August 6, 2008, officially registered on March 12, 2009 and have already started its operation. At present the Company works on establishment of the system on waste collection and utilization. The development of this entity into a capable and sustainable organization for integrated solid waste management will require a robust corporate plan based on the strategic plan for the sector. A number of required activities for the reform process are planned as part of the Project and run under the following four sub-components:
- A.1 – Analytical Work and Action/Implementation Plan for Sector Restructuring and Establishment of the SWMC
- A.2 - Capacity Building of the new SWMC
- A.3 – Public Awareness and Outreach
- A.4 - Project Management
Component B - Balakhani Landfill Rehabilitation and Management
The proposed investment aims to upgrade operations at the current site, deal with the negative environmental impacts from site operations including the closure of inactive areas. This component will finance equipment (weighbridges, bulldozers, etc) and civil works (fencing, waste coverage, drainage control, internal roads, etc.) to control environmental impacts and improve site-use effectiveness while other solid waste management options are developed. The investments include measures to prepare the site for continuation of disposal activities in an operationally and environmentally sound manner for at least another five years. Works and purchase of equipment will commence in parallel with arrangements for staffing and funding of site management, as laid out in the Strategic Plan is to be prepared under Component A.
Component C - Closure and Management of Other Dumps
This project component will finance closure and cleanup of the informal dumps and improve management (or close) formal sites identified in the Strategic Plan. These activities will to help to minimize the negative environmental effects associated with the informal dumping. It is envisaged that all wild dumps will be removed and the extracted waste transported to the Balakhani site or other formal waste dumps. At this stage, it has not been determined whether the formal dumpsites in Garadagh and Surakhani will be closed under the Project or will undergo rehabilitation investments for continuation of operations or be converted to transfer stations.
Component D - Urgent Collection Equipment for Under-served Baku Districts
This component will help to increase service quality and availability throughout the region, including areas that now lack effective collection, by financing urgently needed trucks, containers and bins to improve solid waste collection coverage and service efficiency in the most acutely underserved areas of Greater Baku. There is a great need to increase collection in the greater Baku area – current estimates suggest only sixty percent of solid waste gets collected. The rollout of this equipment requires a careful design to make sure that (i) commencement of services goes hand-in-hand with fee collection; (ii) the operational structure is in place to manage and maintain the equipment; and (iii) sustainable mechanisms are in place to fund the operation and servicing of the equipment. The equipment rollout plan is an important component of the Strategic Plan is to be prepared under Component A.
Component E – Technical Preparation of Next Phase Investments
This component will finance feasibility studies and environmental impact assessments needed to develop landfill capacity and introduce transfer stations to maintain an effective enhanced collection system.
